south
to
the
Mexican
border
due
to
Hurricane
Harvey,
which
is
now
churning
off
the
coast
of
Texas.
It
also
issued
warnings
to
shipping
in
the
upper
portion
of
the
Texas
coast.

Harvey’s
impact
could
be
felt
across
a
broad
swath
of
US
ship
transits,
particularly
tankers
and
gas
carriers.
